Know which Opportunity Zones are worth investing in.
OZ Signal scores and ranks every eligible OZ 2.0 census tract on investment readiness, so QOF managers, developers, and economic development offices can act before the governor nomination deadline.
What free maps can't tell you
Eligibility data is public. Investment intelligence is not.
OZ Score (0–100)
Composite investment readiness score across seven economic indicators: income distress, poverty, employment, housing, rural eligibility, existing investment, and population trend.
Governor Nomination Model
Calibrated probability estimates for each tract based on OZ 1.0 designation patterns. Shows which tracts governors are most likely to pick, not just which ones qualify.
Rural QROF Identification
Instantly filter rural tracts eligible for the 30% basis step-up (triple the incentive of standard OZ designations). Critical for QROF fund strategy.
Precision Filtering
Filter by state, OZ Score range, poverty rate, rural status, and nomination probability. Sort any column. Export what you need.
Tract Reports
PDF and investment memo formats for client presentations. Full score breakdown, data sources, and methodology citations included.
Designation Alerts
Email alerts when Treasury publishes the official eligibility list or a governor announces OZ 2.0 nominations in your target states.
How OZ Signal works
Ingest
Pulls tract-level data from Census ACS, BLS QCEW, USDA RUCA, HUD LIHTC, and OMB crosswalks. Refreshed on each data release.
Score
Computes a 0–100 OZ Score from seven economic indicators weighted by their predictive value against OZ 1.0 designation outcomes.
Predict
Runs a calibrated nomination model to estimate the probability each governor picks a given tract, based on patterns from 2018.
Analyze
Filter, compare, and generate reports for the tracts that match your investment criteria. Export to PDF or CSV.

Validated against OZ 1.0 data
The score works. Here's the evidence.
We tested OZ Signal against the CDFI Fund's official 2018 designation list : 5,406 designated tracts across all 50 states.
Top-25% OZ Score tracts were 1.44× more likely to have been designated in 2018
In 49 of 51 states, designated tracts scored higher on average than non-designated
Designated tracts averaged 7.6 OZ Score points higher than non-designated eligible tracts
Every score decile showed a higher designation rate than the one below it. A perfectly monotone trend.
